Primary representative of HUD’s General Counsel in connection with all litigation commenced against the Department. Responsible for all matters involving the legal work required in connection with federal court litigation consisting of preparing and defending HUD’s position and working with the Department of Justice and U.S. Attorney’s offices in federal district court litigation as well as appellate court cases, which often raise novel legal issues and important policy questions. These lawsuits are regarded as the most significant from the standpoint of HUD’s mission, policy, program operation or legal precedent, which can advance or affect the agency’s programs or activities nationwide, or which involve unusually sensitive issues for the Secretary or the Department. The work includes the preparation of pleadings, motions, interrogatories, demands for production of documents and admissions of fact and responses to the same, briefs, and assisting with conducting depositions, court hearings, and oral arguments. Manage Office of Litigation consisting of the Assisted Housing and Civil Rights Litigation Division and the Insured Housing Community Development Litigation Division as well as support staff. Directly supervise each Division’s Assistant General Counsel and the trial attorneys within their divisions.
