Jay was involved at late stages in the process in helping develop the Outline and Final Business cases taking the projects from ES4 (Single Option Selection) through to ES8 (Final Handback/Commissioning). Throughout the development of the programmes, Jay assisted in managing the procurement strategy and tender process to onboard tier 1 delivery partners with design and build target cost contracts. Jay had to adapt his management technique to manage the supply chain under a new delivery model known as ACE. Through this new technique collaborative delivery was enhanced to deliver the project and manage stakeholder expectations which to date has become successful in delivery of a very tight programme and budget ahead of Bradford City of Culture 2025. The project team used SPEED principles and MVP to apply to the programme and budget resulting in overlapping project stages creating efficiencies in value management through the project lifecycle in which Jay built up relationships to manage the supply chain and stakeholders (NR, DFT, Bradford Council, HMT, TRU).Rail Sector Lead for Region:As rail sector lead for Turner and Townsend, Jay was tasked to define and develop a commission strategy, and lead commission managers in ascertaining information on commission resources required, and lookahead for new work streams as part of continued business growth and opportunity.
