Reviews requisition packages, ensuring packages are adequate to meet the government\'s minimum needs while proactively engaging with the customer to address package deficiencies- Reviews statements of work to ensure they are prepared in a a manner which adequately describes the government\'s requirements without restricting competition- Accomplishes market research to support the development of sound acquisition strategies that promote small business and or best value competitive strategies- Selects the method of procurement and contract type that is most appropriate for the acquisition- Develops solicitation that are compliant with applicable regulations and support the customer\'s intended outcomes in term of performance, schedule and price-Ensures proposals are evaluated/negotiated in accordance with the appropriate procedures with evaluation/negotiation results well documented in appropriate determinations and/or reports - Executes contracts in full compliance with applicable laws and regulations within time frames established in the VHA PM- Ensures that Post Award Conferences are conducted in a timely manner- Ensures Contracting Officer Representative is designated for applicable contracts- Thoroughly understands the contract to ensure the contractor is in compliance with all contract requirements- Ensures that invoices, submitted by the contractor, are properly completed and reviewed supporting timely payment or rejection of invoices- Prepares and processes modifications timely and accurately to ensure that the government\'s interest is not adversely affected - Prepares evaluations of contractor performance at least annually and at the time the work under the contract is completed in accordance with policy and procedures- Upon completion of the contract, ensures that closeouts are completed and documented in accordance with the procedures and times standards established by the VHA policy and/or regulation
