ABOUT JACOBUS VOLLEBREGT
I’m a partner at Quadrant Law Group, a boutique law firm specializing in corporate governance, executive compensation, commercial agreements, and tech-driven compliance for regulated banks, investment firms, private equity shops and their portfolio companies, credit unions, software developers, and non-profits. I advise on AI governance, data privacy (CIPP/US at IAPP), cybersecurity incident response, IP transfers, and regulatory compliance. My career began as a U.S. Marine Corps Judge Advocate, where I prosecuted courts-martial, led investigations, and advised on ethics, contracting, and operational law at Camp Pendleton and while deployed to Helmand Province and Kabul, Afghanistan. After transitioning to the Marine Corps Reserve as an Intelligence Officer, I focused on great-power competition, coordinating Indo-Pacific intelligence operations and authoring research on how authoritarian regimes leverage commercial tech for global surveillance and digital control. This yielded insights that inform my work in privacy and AI ethics today.Previously, as Director of Regional and Legal Affairs at Moulton Niguel Water District, I led policy development, managed litigation, and coordinated funding for public-private infrastructure projects. At Best, Best & Krieger, I served as legal counsel to cities and other public agencies, negotiated development agreements, and drafted interagency contracts, and advised city councils, boards, commissions, and other senior leaders. I’m licensed to practice law in Texas and California. I’m passionate about bridging law and innovation, and exploring how AI and legal tech can streamline workflows, mitigate risks, and enhance rapid decisionmaking. I enjoy collaborating on AI compliance and RegTech.
