About Jack Feiner

Director of Public Works and Certified Public Manager (CPM) with proven experience in municipal operations, infrastructure management, parks & recreation, zoning, and economic development. I oversee day-to-day operations for streets, utilities, fleet, facilities, and the Amtrak depot, ensuring safe, efficient, and cost-effective services that support both residents and regional commuters.I have led road rehabilitation programs, stormwater upgrades, and capital improvement projects that strengthened community infrastructure and advanced long-term planning goals. In Parks & Recreation, I directed the conceptual design and execution of the North Park revitalization, preserving historical landmarks while modernizing amenities and expanding community use.My role extends into zoning, planning, and economic development, where I work closely with the Community Development Authority (CDA), Planning Commission, and Zoning Administrator, as well as the Racine County Economic Development Corporation (RCEDC), to attract, retain, and expand business opportunities. A major highlight has been my leadership in Tax Increment District (TID) 4 redevelopment, including the Courtyard at Cobblestone Park development, which added $45–50 million in new value to the Village’s tax base.In 2025, I also served as Interim Village Administrator, providing oversight of all departments, ensuring fiscal and legal compliance, and guiding the Village Board through potential organizational changes to the Police Department while onboarding new leadership.I am recognized for servant leadership, clear communication, and a collaborative approach that builds strong teams, strengthens community trust, and delivers measurable results for residents. In addition to my CPM designation, I have also completed multiple Public Works Management Institute (PWMI) certificates, further enhancing my leadership, finance, and operations expertise in local government.
