ABOUT JACKLIN CHOU LEM

I’m an antitrust lawyer based in San Francisco, CA helping clients navigate merger clearance, cartel investigations, and high-stakes litigation with a practical, strategic approach shaped by nearly two decades of experience at the U.S. Department of Justice.As the inaugural Civil Chief of the DOJ Antitrust Division’s San Francisco Office, I built and led its civil enforcement program — overseeing major merger challenges, monopolization litigation, and additional investigations into anticompetitive conduct. As a former criminal prosecutor at the DOJ, I’ve also led global and domestic price-fixing cartel prosecutions, secured hundreds of millions of dollars in criminal fines, obtained significant jail terms, and tried multiple complex white-collar cases to federal juries. I\'ve helped shape DOJ Antitrust Division enforcement priorities at the highest levels and have been recognized with the Attorney General\'s Distinguished Service Award, one of the Department\'s highest honors. My experience spans some of the most high-profile antitrust matters in the technology sector and beyond. Whether its guiding clients through merger review or criminal investigations, or advising on compliance and strategy, I bring deep government insight, trial experience, and economic expertise (including a Ph.D. from MIT) to every matter.
