About Jack Halpern
Mr Halpern is presently a Guardian Ad Litem for the 15th Judicial District Palm Beach County FL as a child advocate for abused and neglected children taken from their homes. He also is working Out of County for the 17th and 19th Judicial Districts as well on three other cases. He represents these children in court testimony and helps to either facilitate reunification with the parents or adoption by others. Before retiring he was a Senior Consultant to the Energy Industry with more than 50 years of experience. He has managed or participated in the siting, permitting and development of over a hundred energy facilities including combined cycle, coal, oil, hydro and nuclear facilities and over seven thousand miles of transmission lines including route selection, permitting and site investigations. He has testified before a number of states as well as the Federal Energy Regulatory Commission, Atomic Safety & Licensing Board and the Alberta Utility Commission on siting issues. His overseas experience includes consultation for the governments of Mexico and Canada on power plant siting and development. Other overseas power experience includes South Africa, Iran, Egypt, Brazil and Korea. Mr Halpern was chosen to represent the U.S. in developing IAEA Standard S-9 on Siting and Development of Nuclear facilities and was responsible for developing and leading IAEA’s eight-week course on Siting of Nuclear Facilities. He has been invited to participate in two White House Workshops on Permitting and Mitigation on Federal Lands and also a National Governor\'s Task Force on Modernizing the Grid. Recently he developed and led a four hour training seminar on Constructability Issues for Transmission Lines for PJM Interconnection.
