ABOUT JACK BROWN

Jack Brown is an Anti-Terrorism Assistance (ATA) Instructor and Senior Law Enforcement Advisor/Consultant for the U.S. Dept. of State, Diplomatic Security Service, Bureau of Counterterrorism. He regularly teaches critical incident command related courses and conducts a full range of multi-discipline emergency response exercises worldwide, particularly Africa and the Middle East. He is also a Senior Associate with the Center for Public Safety Management, the sole provider of public safety consultant services for the International City/County Management Association. He was the Director of the Arlington County Department of Public Safety Communications and Emergency Management from 20••••18. From 1972 until he was employed by the Fairfax County, Virginia Fire & Rescue Department, retiring as Assistant Fire Chief, Operations. He served as a Planning Section Chief and Task Force Leader for the Fairfax County Urban Search and Rescue Task Force (VA TF-1) with deployments to the 1998 Embassy bombing in Nairobi, Kenya and earthquake in Taiwan. In he became Assistant Chief for the Loudoun County, VA Department of Fire, Rescue and Emergency Management, where he led a team of firefighters to the Pentagon on 9/11 and served as the initial Planning Section Chief; then Liaison Officer to the FEMA Urban Search & Rescue Task Forces. He retired from Loudoun County in 2006 to pursue a career in emergency management. Brown retired from the Coast Guard Reserve as a Chief Warrant Officer-4 after 33 years of combined Army and Coast Guard Reserve service. He served on active duty for 47 months post 9/11, including 15 months in the Middle East supporting Operations Enduring Freedom and Iraqi Freedom. He was awarded the Bronze Star Medal for actions in Baghdad, Iraq in 2007. Brown served on the Advisory Board of the Virginia Wounded Warrior Program for the northern region from 20••••11. Brown has a Bachelor of Science degree in Fire Science Administration from the University of Maryland and a Master of Science degree in Quality Systems Management with a concentration in Homeland Security from the National Graduate School. He is a 1997 graduate of the National Fire Academy\'s Executive Fire Officer Program. He is a graduate of the 2009 class of Leadership Arlington and a 2011 graduate of the Executive Leaders Program at the Center for Homeland Defense and Security, Naval Postgraduate School, Monterey, California. Brown received the Certified Emergency Manager (CEM) designation from the International Association of Emergency Managers in 2014.
