Currently, I am the Director of finance, studies and strategy in IMPIC. following the post of Vice President of Justice Financial and Equipment Management Institute, and 6 years as a National Expert in the European Commission in the fields of Digital Procurement Policy and Digital Transformation of Public Procurement. I have been designing policies in the Public Sector for many years which allowed me to acquire a very broad knowledge of Public Administration. I am passionate about what I do, and I consider it a privilege to be able to work on innovative projects that bring greater efficiency to the public sector and greater benefits for citizens and businesses.I have a PhD in governance frameworks for Digital Transformation in the Public Sector, a specialization in National Defence and a degree in Applied Mathematics.I have 34 years of professional experience in the Public Sector, resulting from my experience in the European Commission, in the Portuguese and Macanese Public Administrations. 26 of the 34 years were held in leadership or coordination positions, including the Deputy Secretary-General of the Ministry of the Public Works, Transport and Communications and Chairman of the ICT Committee in the same Ministry in Portugal.My working experience is mainly in ICT and Public Administration management, applied to several fields such as taxes, defence, social housing, public works, and public procurement, among others. The last 15 were more dedicated to Digital Transformation of Procurement, and I have been one of the lecturers of the electronic Public Procurement module at the University of Rome Tor Vergata and the University of Belgrade.
