The Community Health & Human Services, Housing Services Division administers a variety of federal and local funding and programming to improve the quality of life of low to moderate incomed residents and has a hand in the stabilization and revitalization of Tempe neighborhoods. In this position, I plan, organize, and direct the City’s Housing Division and affiliate non-profit in the provision of rental subsidies, affordable housing, and community planning & development programming. Much of this work is in collaboration with non-profits, executive City leadership, and other jurisdictions to address and meet basic and critical human service needs.Lead City Council priorities related to the development of affordable and workforce housing (Hometown for All, Tempe Affordable Housing Strategy); Board President and managing member of the Tempe Coalition for Affordable Housing where I lead the acquisition and (re)development of multiple affordable sites as well as oversight of a portfolio of over 70 scattered site units of permanently affordable and workforce housing.

Irma Hollamby Cain is a seasoned public sector leader with more than 15 years of executive-level experience shaping housing and human services systems that expand opportunity and improve quality of life for low- and moderate-income communities across the Phoenix metropolitan area. She currently serves as Deputy Director of Community Health and Human Services for the City of Tempe, Executive Director of the Tempe Housing Authority, and Board President and Managing Member of the Tempe Coalition for Affordable Housing.In these roles, Irma leads the city’s strategic efforts to deliver rental subsidies, develop and preserve affordable and workforce housing, and operate a comprehensive continuum of services from bridge shelters and housing navigation to community planning and development programs. Under her leadership, Tempe has significantly increased housing options including securing tens of millions in new grant funding, expanding rental assistance programs, and acquiring and developing new affordable housing sites.A trusted regional voice in housing policy and systems change, Irma has held leadership positions with the Arizona Chapters of the National Association of Housing and Redevelopment Officials (NAHRO) and the Public Housing Authority Directors Association (PHADA). She is skilled in assuring administrative and operational services and programs are compliant with funding agencies while responsive to the needs of customers, and she is widely recognized for her ability to modernize operations, streamline complex processes, and build high-performing teams who deliver results in highly regulated environments.A U.S. Air Force veteran, Irma holds a Master’s degree in Public Administration and is passionate about building equitable housing systems that strengthen neighborhoods and help people thrive.
