ABOUT IAIN DECKARD
I am a senior leader in enforcement operations with over 20 years of experience spanning law enforcement, telecommunications, and transportation technology. My work focuses on the intersection of public safety, revenue assurance, and emerging enforcement systems, with an emphasis on influencing driver behavior and building scalable, results-driven programs. Currently, I serve as Senior Enforcement Operations Manager at Neology, supporting automated enforcement and roadway safety initiatives across multiple states. I operate across project management and business analysis roles, working with agency stakeholders, engineers, and operations teams to align technology, policy, and execution. My experience includes leading a statewide Highway Speed Safety Camera Pilot Program and providing remote oversight of customer service center (CSC) operations supporting enforcement programs. I contribute to the design and implementation of enforcement solutions leveraging technologies such as ALPR and integrated back-office systems to improve compliance, reduce revenue loss, and enhance roadway safety outcomes. Previously, as Video Enforcement Manager at the Kansas Turnpike Authority, I led image review and training operations, managing a team of nine specialists and two trainers. I helped launch and scale a video enforcement program, developing performance metrics, workflows, and training structures that supported the transition to cashless tolling. Earlier in my career, I served as Regional Loss Prevention Manager at Cox Communications, leading multi-state operations across Nebraska, Kansas, Oklahoma, and Arkansas. I managed supervisors and investigators focused on reducing theft of service and converting non-paying users into revenue-generating customers. I began my career in law enforcement as a Field Training Officer and Crime Scene Investigator, which continues to shape my structured, evidence-based approach to leadership and operational decision-making. I am a graduate of the IBTTA Leadership Academy and contribute through the Outreach, Opportunity, and Engagement Committee (Momentum Leader) and the Road User Charging Subcommittee. I hold a Lean Six Sigma Yellow Belt and focus on continuous improvement, operational efficiency, and scalable enforcement solutions. As a dual U.S. and U.K. citizen, I bring a broader perspective to transportation and enforcement systems.
