About Ibrahim Emara
As a digital inclusion practitioner with hands-on experience in a UN agency and AmeriCorps, I bring a unique blend of academic training and practical field experience to my work. I am currently pursuing my Master of Public Administration (MPA) degree at Cornell University’s Jeb E. Brooks School of Public Policy (concentration: International Policy and Management), where I am tailoring my coursework and applied projects around responsible AI, broadband, and digital public infrastructure (DPI). Before Cornell, I served as an American Connection Corps AmeriCorps Member in Pittsburgh, Pennsylvania, advancing digital inclusion through community outreach, broadband affordability support, and digital skills programming for underserved residents. This work was nationally recognized when I received the 2025 Digital Equity Champion – Emerging Leader award from the National Digital Inclusion Alliance (NDIA).At Cornell, I am continuing to build on this foundation through research applications of AI and policy-relevant synthesis, translating complex inputs into stakeholder-ready briefs, dashboards, and clear recommendations that support public-sector decision-making. I am also a Reynolds Leadership Fellow, which is a merit-based fellowship recognizing leadership potential in democratic governance, human rights, and global civic engagement.Previously, at UNHCR, I contributed to Islamic Philanthropy reporting and data-driven storytelling, producing policy-facing materials and drafting written outputs that strengthened internal and external communications. My work has been published multiple times, including in the NYU American Public Policy Review and Dialogue – UNHCR Global Staff Council Magazine, where I examined the opportunities and human rights risks of AI in displacement contexts. An interview I conducted with StoryCorps was also archived in the Library of Congress in Washington, DC.Guided by a long-term vision to bridge the global digital divide by building inclusive digital ecosystems, I am committed to applying my skills in responsible AI, digital inclusion, and public sector governance to support sustainable, equitable change – especially in low- and middle-income country contexts.
