ABOUT IAN STREULE

I am responsible for a significant proportion of the company\'s work in the area of mobile sector regulation, fixed service costing, LRIC, regulatory economics, and strategic regulatory advice to operators and regulators around the world. I have assisted leading regulators including Ofcom (UK), the (Australia) and OPTA (the Netherlands), directed fixed access investigations for the Irish and Scottish governments, and led projects for regulators in Malta, Sweden, Denmark, Norway, Ireland, Belgium, France, Greece, Qatar, Oman, Uganda, Kenya and Zambia. This has been complemented by projects for network operators and industry groups, including in South Africa, South America, New Zealand, the Caribbean, French Polynesia, South Korea, Iceland, Eastern Europe, the Middle East, the UK and Scandinavia.I also lead all of our activities in the postal sector: policy and regulatory frameworks, postal service cost modelling, cost transparency, quality of service compliance and accounting separation. I was also instrumental in leading the company\'s postal sector policy and liberalisation projects for the postal regulators in Kenya, Qatar and Oman.Specialist skills include- mobile network and service costing, LRIC and mobile sector regulation- fixed access and core network modelling, service costing and regulatory investigations- margin-squeeze and predatory pricing calculations and strategic advice- 3G and 4G mobile broadband costing, spectrum and service planning- postal sector policy and regulation in Europe, Africa and the Middle East- M2M, MVNO and national roaming wholesale costing and pricing- the economics of two-sided markets, network externalities and price regulation- regulatory accounting, separate accounts, transfer prices and accounting compliance.I have presented at numerous industry meetings and conference workshops, and have provided written and oral expert witness legal support.
