ABOUT IAN FLETCHER
I have been working in senior NSIP/DCO roles since November 2008, the month the Planning Act 2008 came into force when I joined Thames Water as Planning Manager for the Upper Thames Reservoir (now SESRO). In April 2009 I moved across to be Planning Strategy lead for Thames Tideway Tunnel. As part of my role on the Thames Tideway Tunnel I :1) Project managed the production of the Needs Report to support the case for the project. 2) Secured the designation of the project as a Nationally Significant Infrastructure Project (NSIP) through the making of an order under Section 14(3) of the Planning Act 2008.3) Ensured policy support for the project in the Waste Water National Policy Statement.4) Achieved safeguarding of the land required for the entire project 5) Successful acceptance of application for development consent by the Planning Inspectorate.6) Managed the examination through to consent.7) Set up the process to begin the discharge of requirements. To achieve this I have liaised with Defra, DCLG and the Planning Inspectorate. I worked for Jacobs as DCO Lead between 2016 and 2023. I have led on a range of DCO\'s including the A428, A12, Oxford to Cambridge Expressway, implementation of Hinkley Point C Grid connection for WPD Southampton to London Pipeline for Esso, Bramford to Twinsted DCO for National Grid and River Thames Scheme for the Environment Agency and Surrey County Council. Most recently I have been working on solar DCOs. I was overall Project Manager for East Park Energy and oversaw the project through the non-statutory consultation and scoping stages, as well as preparation for the statutory consultation that has since taken place. I have also been DCO Strategic Lead at Voltis where I have been preparing a portfolio of up to seven solar NSIPs to enter the consenting process. In January 2025 I re-joined Jacobs. I am a lead authority on the implementation of the Planning Act 2008 and obtaining consent for major infrastructure projects. I have won the RTPI Silver Jubilee Cup and Planning Magazine Project of the Year Award for my work on Thames Tideway Tunnel and the NIPA Project of the Year award for my work on Southampton to London Pipeline. I was a member of the board of the National Infrastructure Planning Association (NIPA) from 20••••24 and addressed their annual conference in May 2012 and July 2014.From January 2025 I will be on the Regional Activities Committee of the South Eastern Branch of the Royal Town Planning Institute.
