ABOUT HORACE MCHUGH

Horace McHugh joined the Deerfield Beach team in June 2022 and served as the City’s Deputy City Manager for three (3) years. His municipal career spans over 33 years in South-Florida cities, including twenty one (21) years at the executive level. His service includes: Deputy City Manager for the cities of Deerfield Beach and Coral Springs; Chief Administrative Officer (CAO) for the city of Plantation; Interim City Manager & Assistant City Manager for the city of North Miami Beach; Assistant City Manager for the cities of Oakland Park and Miami Gardens; and Assistant to the City Manager in Fort Lauderdale. In addition to experience in directing daily municipal operations, his background includes the startup of several key departments for a newly incorporated city, including creating a 225 member police department and building a 525-member city staff. His experience also includes municipal bond process; infrastructure planning; capital project implementation; and strategic planning. Horace holds MBA & BBA degrees in Finance from Pace University, NY and is a Credentialed Manager through ICMA’s Credentialing Program. He is also a graduate of the ICMA Senior Executive Institute, at University of Virginia’s Darden Business School. His professional affiliations include the Florida City/County Management Association (FCCMA), where he serves as the Immediate Past President of the statewide association. He is also an active member of International City/County Management Association (ICMA); Miami-Dade City/County Management Association (MDCCMA) and Broward City/County Management Association (BCCMA). His civic activities include serving as Treasurer of St. George’s College Alumni Association. He previously served as Treasurer of the Greater Caribbean-American Chamber of Commerce; President of Leadership Broward; and Board Member of Broward Partnership for Homeless.
