I\'m a government contracts & grants strategist In Holland & Knight\'s Tysons office. I focus my practice on bid protests, claims, intellectual property, small business compliance and due diligence. I also advise clients on compliance programs, disputes, responding to Office of Inspector General (OIG) audits and investigations, and proposed suspensions and debarments. I advise clients on the regulations that govern technology transactions (including research and development agreements) with the federal government. I have extensive experience with commercial (including GSA Federal Supply Schedule Contracts), firm fixed-price, cost-plus, and architect and engineering contracts with the federal government and prime contractors.I advise on, and participates in, due diligence efforts evaluating the potential value and risk associated with acquiring government contractors including, but not limited to compliance of a potential target to the terms, conditions, and regulations unique to federal government contractors. I provide advice to government contractor clients on the scope of representations required in stock and asset purchase agreements. I also draft, and advise on, novation agreements and filings with the Committee on Foreign Investment in the United States (CFIIUS).I represent clients in claims and disputes before state and federal Boards of Contract Appeals and the Court of Federal Claims (COFC) as well as in agency suspension and debarment officials in suspension and debarment proceedings. I have brought, and defended against, bid protests at the Government Accountability Office (GAO), the COFC and the Federal Aviation Administration\'s Office of Dispute Resolution for Acquisition (ODRA). I represent clients in investigations and litigation brought under the False Claims Act.I represent clients before the Small Business Administration (SBA) Office of Hearing Appeals (OHA) and counsel clients on compliance with the SBA’s Government Contracting Programs.
