ABOUT HOLLY NESSLING

I am a major infrastructure and public sector programme specialist with over twenty years’ experience leading complex reform and delivery across transport and nationally significant infrastructure. As a Partner at Ceva Global, I work with organisations at moments of structural transition; when governance needs to be established or reset, operating models are evolving, or delivery momentum is under pressure. Alongside strategic reform advisory work, I undertake selected programme leadership roles within major infrastructure organisations where stabilisation and delivery confidence are required.I am often brought in when a programme needs steadying. My focus is bringing clarity at both system and team level: clarifying decision rights, strengthening governance, simplifying reporting rhythms and reducing delivery noise so that teams can move forward with confidence. My experience includes Development Consent Orders and Transport & Works Act Orders for £1bn+ schemes, large-scale land and property programmes, post-acquisition and organisational integration, cost reduction initiatives and the establishment of PMO and control environments in high-scrutiny environments.I have a particular interest in infrastructure and transport reform, especially where institutional change, spin-outs or operating model redesign intersect with major capital delivery.I combine strategic oversight with practical programme leadership: resetting structure where required and strengthening teams so that clarity, confidence and momentum are restored.
