ABOUT TORI HILL-ROSS

With over a decade of experience in humanitarian aid and disaster response, I bring a risk-aware, human-centered perspective to policy, programs, and operations—working to strengthen protection systems for people facing exploitation, violence, and displacement. I am a Fulbright Scholar, UNHCR alumna, humanitarian responder, and researcher with experience across humanitarian assistance, disaster response, and risk management.My current work sits at the intersection of anti-trafficking, humanitarian protection, and policy implementation. I have lead and supported efforts to prevent and respond to human trafficking and exploitation through survivor-centered, trauma-informed, and rights-based approaches, while translating frontline realities into actionable policy, operational guidance, and program strategy. I am particularly focused on aligning global policy frameworks with the practical constraints and ethical considerations faced by practitioners in the field.My background includes protection programming, legal advocacy, and gender-informed peacebuilding, with an emphasis on strengthening institutional accountability, improving cross-sector coordination, and advancing evidence-based responses to trafficking and exploitation. Across my work, I aim to connect research, policy, and practice in ways that support ethical decision-making, durable systems change, and long-term resilience.
