ABOUT HILARY FRAZER
I am an experienced professional with 18+ years of Medicaid/vulnerable populations program design with managed care plans, hospital systems, provider groups, community-based organizations to improve member experience, address care gaps, positively impact overall quality and affordability. And recently I\'ve added to that skillset by earning my Marriage and Family Therapy/Counseling degree. I am a skilled, resilient health policy communicator. My professional goals are also my personal goals: to increase access to trauma-informed, integrated, and culturally relevant care for people across the life cycle and psychosocial continuums, with a particular focus on vulnerable populations. Before joining Kaiser Permanente in June 2014 I ran an independent consulting practice but collaborated frequently with individuals and organizations with complementary expertise and sense of mission. Engagements included an exploration of changes and strategic opportunities for county health care programs for an influential California philanthropy and strategic consulting for an innovative regional FQHC corporation. Other projects include an ongoing effort to develop HIT patient engagement strategies using NFC technology, serving as lead policy strategist on a cooperative statewide health plan for low wage workers, and directing a Medicaid Waiver DSRIP technical assistance redesign effort to transform a fragmented and inefficient nine-county regional health care delivery system in Texas encompassing more than 21 separate institutional providers. I have a Master\'s in Marriage and Family Therapy/Counseling as well as a Master\'s in Public Health. I earned my undergraduate degree from the University of Pennsylvania.
