About Herb Marshall
Herb Marshall is a retired nuclear-navy officer, and former lead field assistant for the Department of Energy, Naval Reactors (NR) with 20+ years’ experience overseeing major capital projects including construction, fabrication, logistics, overhaul, operations, maintenance, and vessel decommissioning and dismantlement. Based on his experience at NR, Herb was hired as the chief architect of the project oversight model for a billion-dollar decontamination and dismantlement of a U.S. commercial nuclear power plant. In that role, he wrote, developed, and implemented the core protocols and processes, key performance indicators, reporting structure, and the project oversight specialist training and certification programs. The lessons learned from that experience were the genesis for his book, The Project Oversight Guide and the founding of his company, Oversight Advantage. Currently, Herb is coaching managers in charge of owner oversight for capital projects in Canada, Nigeria, and the U.S.For owners or sponsors of outsourced capital projects, our services and products are tailored to mitigate risk and reduce uncertainty, while improving the quality of deliverables. Unlike conventional project management approaches, we focus on project oversight verses project management, customizing a project oversight model to maximize return on investment and protect against underperforming contractors.

As the president of Oversight Advantage, delivers results to owners of capital projects in four areas: training, performance improvement, organizational design, and program assessment. In this role, Herb has advised, counselled, and coached companies such as Southern California Edison, Dangote Industries, De Beers Group, and Canadian Nuclear Laboratories on oversight and project management of capital projects. Leads cross-functional teams in the planning of major capital projects in industries such as nuclear energy, oil and gas, and projects involving advanced technologies; currently developing decommissioning plans for nuclear facilities for the Canadian Nuclear Laboratory. Provides guidance on the technical, managerial, and cultural strategies to accomplish mission critical projects, including recommendations for best-practice oversight, governance, policies, and processes. Frequently invited to deliver presentations in this area to organizations. Serves on the Engineering Leadership Advisory Board at Cornell University. Formulates and identifies the operational and analytical techniques for accomplishment of project objectives to produce predictable outcomes.
