Senior Civil Engineering / Site Inspector providing civil engineering expertise to support FEMA Public Assistance recovery programs for state, tribal, territorial, local governments, and qualifying private non-profits across the Midwest region. Also, providing technical expertise for FEMA Public Assistance recovery projects, including infrastructure assessments, scope validation, cost estimating, and expert arbitration support.Key Responsibilities: • Review and analyze professional architectural and engineering reports, designs, and as-built plans for public infrastructure recovery projects. • Document comprehensive technical analyses and findings in accordance with FEMA standards. • Develop detailed Scopes of Work (SOW), including applicable codes, standards, and regulatory requirements. • Validate applicant-provided SOWs to ensure technical accuracy, compliance, and completeness. • Prepare and review cost estimates for disaster recovery and infrastructure repair projects. • Provide expert technical advice to FEMA staff regarding the validity of claims under FEMA’s arbitration process. • Serve as an expert witness on FEMA’s behalf in arbitration hearings, offering testimony on the technical merits of cases.
