   As the Broadband Development Officer, I lead the City of Chesapeake’s multi-year transformation into a connected, smart city through the strategic implementation of municipal broadband and wireless infrastructure. My work ensures equitable access to high-speed internet, supports public safety and education, and lays the foundation for future-focused smart city initiatives.Key Responsibilities & Achievements:Program Manager for Chesapeake Connects: Oversee the city’s flagship digital infrastructure program, managing scope, vendor coordination, funding, and stakeholder alignment across departments and external agencies.Fiber Optic Backbone Implementation: Leading the design and deployment of a 175-mile municipal fiber optic network, providing high-speed, scalable connectivity to over 210 city-owned facilities including libraries, police stations, fire stations, and schools. This infrastructure is a critical enabler for digital equity, public service modernization, and economic development.Private LTE Deployment Using CBRS Spectrum: Managing the rollout of a secure and resilient CBRS-based Private LTE network, including antenna installations across city-owned and partner-owned towers. This network will provide dedicated wireless connectivity for public safety and mobile city operations.Smart City Infrastructure via LoRaWAN: Overseeing the implementation of a LoRaWAN (Low Power Wide Area Network) to enable real-time data collection for smart utility management, including remote metering and environmental sensors. Supports sustainability and operational efficiency.Public Engagement & Industry Leadership: Serving as a speaker and representative at smart city and broadband infrastructure conferences, sharing best practices and the City of Chesapeake’s innovative approach to digital transformation. Contributing thought leadership to regional and national conversations on broadband policy, municipal networks, and connectivity for underserved communities.
