Coordinate with the GIS SME to provide technical input, and perform spatial analysis of program data within key projects. • Extract, manipulate and utilize GIS data files and repositories to support integration into assessment briefings and reports. • Recognize and propose opportunities to improve the efficiency, integrity, and stakeholder experience of Universal Service program participants within the programs. • Lead and aid the preparation of internal (senior leadership) and external (FCC) maps, tables, reports and metrics on data project portfolio. • Aid in the documentation of current and future geospatial processes, policies, and standards • Design and develop complex spatial analysis and visualizations using GIS software such as QGIS and BI tools such as Tableau to present program insights, analysis and issues. • Research GIS concepts, protocols, best practices, and industry standards, and be able to breakdown those ideas for both technical and non-technical audiences in both written and oral formats • Develop GIS-based tools, applications, databases, or similar solutions in support of program projects. • Serve as a change agent and advocate for the corporate GIS strategy and direction to support the implementation of USAC’s strategic vision.
