As the RSM\"s NE SALT leader, he is responsible for the management and oversight of state and local tax professionals for RSM\'s New York City, NY, Blue Bell, PA, Philadelphia, PA, Boston, MA, Edison, NJ, New Haven, CT and Stamford, CT offices. Harlan has 30 years of experience providing tax consulting and compliance services to his clients on state income, franchise, property, sales and use taxes and credit and incentive matters. His experience includes state tax law research and planning, state audit defense representation, negotiations at the field and administration hearing levels, review and preparation of tax refunds and voluntary disclosures. Harlan is part of RSM\'s tax practice which serves thousands of institutions and private clients nationally from 85 offices as well as through its international network, RSM, and its affiliates.
