ABOUT HAILU T DHUFERA

I provide strategic advisory support to senior policymakers within the Ethiopian government, including the Ministry of Health, Ethiopian Health Insurance Service, and regional health and finance bureaus, working closely with the Ministry of Finance. My role focuses on strengthening health financing systems through public financial management, benefits design, and provider payment reforms.I lead project management and execution of key initiatives, including the Health Resource Tracking Digitization project, ensuring strategic direction, stakeholder engagement, and timely delivery. Additionally, I support CHAI Ethiopia’s health financing strategy, identifying new opportunities to enhance fiscal sustainability for essential medicines, health workforce, and broader health system needs.As the technical health financing expert within CHAI Ethiopia, I advise leadership and cross-program teams on sustainable service delivery across areas such as maternal and child health, HIV/AIDS, nutrition, and non-communicable diseases. I also engage with global and local partners, represent CHAI in key forums, and contribute to capacity building through training and mentorship.Beyond advisory and implementation, I document Ethiopia’s health financing experiences for government stakeholders, donors, and the global community, contributing to knowledge-sharing and potential academic publications.
