ABOUT GUILLERMO HIDALGO GONZÁLEZ

I am a proactive, ambitious, and resolute Chartered Civil Engineer (CEng MICE) and Engineering Manager with over a decade of experience delivering multi-disciplinary railway design projects. My work spans all phases of the project lifecycle—from early feasibility studies through to site support and final handover—with a strong focus on systems integration, assurance, CDM Regulations, and BIM.I have worked closely with Network Rail’s Wales Route Asset Management (Structures) team, providing strategic technical support to help manage and maintain their structural assets. I routinely engage with clients to understand and define their requirements, and I have developed creative, structured approaches to delivering assurance in full compliance with NR/L2/RSE/02009.I take pride in ensuring that decision-making throughout my projects is robust, transparent, and fully traceable. I consistently design and implement processes that not only demonstrate compliance but also instil confidence in the quality and integrity of engineering outputs. This systematic approach is a core strength I bring to every project.Committed to leadership and continuous improvement, I have earned the APM PMQ (2017), an MBA (2019), and an MSc in Railway Systems Engineering and Integration (2023). I became a Chartered Member of the Institution of Civil Engineers in 2021. As part of my MSc, I developed a structured framework for engineering decision-making, which I was later invited to present as a practical case study to an international audience at INCOSE (International Council on Systems Engineering) UK, in collaboration with APTA (American Public Transportation Association).From January 2022 to April 2023, I served as the voluntary Infrastructure Director at Avon Valley Railway, a heritage railway between Bristol and Bath. In this strategic leadership role, I took overall accountability for the infrastructure, liaised with the ORR and external stakeholders, set internal policy, managed budgets, develop competence management systems, and championed safety compliance. I also led and motivated both staff and volunteers while advising the board on legal and technical obligations, including ROGS and CDM.I thrive in complex, regulated environments where safety, collaboration, and innovation intersect—and I am driven by the challenge of creating resilient, efficient systems that serve both clients and end users.
