About Kev Torossian

Kev Torossian serves as Director of Program Evaluation and Economic Research at Integra Government Services, leading U.S. Government-funded initiatives worldwide. He brings over 20 years of experience in donor-funded project management, evaluation, and consulting roles in more than 40 countries across Europe, Asia, Africa, and the Americas. Half of his career was dedicated to managing and delivering consulting assignments in partner developing countries funded by (1) the U.S. Government,(2) the European Union,(3) UNDP and other UN agencies, and (4) International financial/trade institutions, including The World Bank, ADB, EBRD, and WTO. The remaining half of his career was devoted to managing U.S. Government-funded projects from the Washington, DC headquarters of consulting firms, including initiatives supported by the Department of State, Department of Labor, MCC, USAID, and DFC. Mr. Torossian\'s technical expertise spans a wide range of economic growth topics, such as (1) the improved enabling environment for trade and investment,(2) banking/capital markets development,(3) firm-level competitiveness enhancement/value chain development in agri-food, textile, IT/High-tech, manufacturing, and tourism sectors. He also has in-depth knowledge of public sector governance reform issues, including (4) regulatory simplification,(5) legislative approximation with international standards,(5) government digital transformation/digital public infrastructure development, and (6) reform of state-owned enterprises in the energy, postal, air transport, and other infrastructural sectors. Beyond his extensive project management and advisory work, Mr. Torossian, for over ten years, has championed integrating evidence-based decision-making practices into consulting project design and implementation and developing sound policy and regulatory frameworks. He has demonstrated his expertise in roles such as Monitoring/Evaluation Lead/Director at Washington, DC-based consulting firms; Evaluation Team Leader and Principal Evaluator for donor-funded initiatives in Europe and Asia; and regulatory impact evaluation consultant for The World Bank. Mr. Torossian holds a Master of Advanced Studies degree in International Law and Economics from the University of Bern, Switzerland, with a major in international trade/investment law and economics. He was also a research fellow at the University of Muenster, Germany, specializing in institutional economics, which led to a Doctor of Economics degree from the Institute of Economic Research. He speaks Armenian and Russian fluently.
