About Gryffin Wilkens-Plumley

I build democratic processes that bring people together.I fulfill this purpose as Project Manager & Design Lead for what will be the first state-level Citizens’ Assembly in the U.S—in partnership with the Connecticut Conference of Municipalities and Yale collaborators. My brief: design a citizen-governed process that’s transparent, uses AI-enabled macro-listening to surface statewide consensus, and delivers recommendations with real adoption pathways (statutory, administrative, and interlocal).In parallel, I work on AI governance with Missions Publiques in France: I helped launch the Global Coalition for Inclusive AI, secured early partnerships (e.g, UNESCO, ITU) and raised ~$30K in seed funding; I’ve presented at the UN AI for Good Global Summit and am developing a five-year, 100+ country global deliberation proposal for $20–$60M in philanthropic support.On the research side, I published a 42-page policy paper on long-duration energy storage (LDES) and critical supply chains with the Geopolitics of Technology Initiative, focused on reducing U.S. strategic dependence in clean-energy storage. My History thesis (Yale) with Prof. John Lewis Gaddis examines U.S.–Soviet cooperation during the Apollo–Soyuz era and how institutions share (or protect) dual-use technology.I lead teams and communities at Yale, historically as President of the Yale Sustainable Consulting Collective (50 associates; ESG/client delivery) and currently as President of the Yale Ballet Company (30+ member company; major stage productions). I also co-designed and facilitated Yale’s first full-scale student Citizens’ Assembly, convening 30 students by democratic lottery and delivering consensus recommendations to administrators.What I’m motivated by: everyday citizens, durable institutions, clear incentives, humble tech, and civic processes that people trust because they can see how decisions are made.Looking to connect on: statewide assemblies; AI governance; public-interest tech; energy/infra policy; law & privacy pathways; mentors and partners who want to turn deliberation into law.Keywords: citizens’ assemblies, deliberative democracy, state & local government, FOIA-aware design, facilitation, program management, AI governance, public-interest technology, LDES, supply chains.

    Led project design for the Global Coalition for an Inclusive AI—a multi-stakeholder initiative spanning national governments, corporations, and universities. Built the coalition blueprint (governance model, workstreams, milestones, budget), authored a tens-of-millions funding proposal with theory of change, key milestone framework, and risk plan, and represented the coalition at ITU’s AI for Good Global Summit (Geneva), coordinating meetings with country delegations, corporate leaders, and academic partners to align scope and next steps.
