Provide legal analysis and develop regulations, legislation, policies, legal memoranda and opinion letters, and other legal documents related to the Federal Deposit Insurance Act and other banking or financial services laws, including the Dodd-Frank Wall Street Reform and Consumer Protection Act, Administrative Procedure Act, Bank Merger Act, Change in Bank Control Act, Federal Reserve Act, Bank Holding Company Act, Home Owners’ Loan Act, Bank Service Company Act, National Bank Act, Securities Exchange Act of 1934, Securities Act of 1933, Investment Company Act of 1940, Investment Advisers Act of 1940, international compacts, and comparable state laws. Develop and draft both FDIC-only and interagency regulations and guidance on areas such as industrial loan companies, third party risk management, liquidity, and leveraged lending, including the Liquidity Coverage Ratio Rule, the Net Stable Funding Ratio Rule, and revised regulations implementing the Change in Bank Control Act.Determine whether proposed transactions meet statutory and regulatory thresholds. Review and process applications that involve complex or first-impression questions of law or FDIC policy. Review and analyze Congressional proposed legislation for potential impact on the FDIC, FDIC-supervised institutions, and the US financial system, and provide technical assistance to Congressional staff drafting legislation impacting insured depository institutions. Assist in preparing senior FDIC management officials, including the Chair, for testimony before Congress and respond to inquiries from Members of Congress.Contribute to revisions of chapters of the Deposit Insurance Applications Procedures Manual and Supplement and the Applications Procedures Manual.Brief and provide recommendations to senior FDIC management officials, including the FDIC Board of Directors, on complicated or novel issues of law and policy involving insured depository institutions.
