ABOUT GRAEME COOK
I’m Director of Rail Delivery in Transport Scotland where my teams deliver government travel policy and oversee and fund rail operations in Scotland. My teams work with, oversee, and support passenger and freight services, fleet renewal programmes, and work with Network Rail to fund infrastructure enhancements and maintenance. Previous roles include a secondment to Scottish Rail Holdings where I held two separate roles as Chief Operating Officer and Interim Chief Executive Officer. Before joining the railway, I worked in the Scottish Government as Head of Procurement Services Division. I led teams who were at the heart of major policy responses programmes in government, including the set-up of Social Security Scotland, Ukraine Displaced People resettlement, Cladding Remediation, and Pandemic response. The role included broader commercial support to Scottish Government and the Central Government sector in Scotland through shared services. In 2020 I led work to support COVID testing supply chains. I joined the Scottish Government in 2007 to set-up national collaborative contracts and have fulfilled various commercial roles since then, working on categories including professional services and consultancy, waste management, renewable energy, futures trading, and digital. Prior joining the government I worked in the NHS, forestry, and in scientific research.
