About Graciela Moore
Graciela Moore is a geologist and leader specializing in underground injection control (UIC), carbon sequestration (CCS / CCUS), regulatory and stakeholder engagement, and project management. Her primary goal is to provide innovative and relevant guidance to optimize project designs for expedited permitting. She is an active member of the Ground Water Protection Council (GWPC), and the American Association of Petroleum Geologists (AAPG). Her current responsibilities include technical oversight of regulator relations, advisor for subsurface characterization and well site selection, regulatory guidance for Class V/RRC permits for stratigraphic characterization, and permits for geologic sequestration of CO2. Her experience includes Class VI feasibility studies and permits for geologic sequestration of CO2, CCS certification for the California Air Resources Board and engagement with the Environmental Protection Agency (EPA) Regions 6, 5, 9, and 3, Texas Commission on Environmental Quality (TCEQ), Railroad Commission of Texas (RRC), Louisiana Department of Natural Resources Injection and Mining Division (LDNR IMD), New Mexico Oil Conservation Division (NM OCD), and Bureau of Land Management (BLM). She is a former member of Southern States Energy Board - UH CCUS Commercialization Consortium, the North Dakota Energy & Environmental Research Center (EERC) Plains CO2 Reduction (PCOR) Partnership,She also has extensive experience in supervisory and technical oversight of government relations, subsurface characterization, well site selection, and regulatory guidance for: Class I permits and petitions for non-hazardous and hazardous deep well injection, Class permits for cavern storage; environmental remediation, aquifer characterization, potable water resources, and well-site geology. She has managed, conducted, and been the lead geologist for environmental site assessments within the following programs: Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Military Munitions Response Program (MMRP), Formerly Used Defense Sites (FUDS), Texas Risk Reduction Program (TRRP), and Texas Municipal Settings Designations (MSDs).
