The Human Resources Manager (HR Department Build-Out) is responsible for building and managing the organization’s HR function from the ground up. This role designs and implements HR policies, procedures, systems, and workflows across hiring, onboarding, performance management, and employee relations, including the selection and implementation of HRIS, payroll, benefits, and compliance tools.The HR Manager leads full-cycle recruitment, partners with hiring managers on role design and hiring strategies, and develops employer branding and candidate experience standards. The role serves as the primary point of contact for employee relations, fostering clear communication, resolving issues, and promoting a positive, inclusive, and compliant workplace culture while coaching managers on performance and leadership best practices.The position ensures compliance with all applicable labor laws, maintains employee records and confidentiality, and oversees disciplinary actions and investigations. Additional responsibilities include designing compensation and benefits programs, implementing performance management systems, supporting workforce and succession planning, leading training and development initiatives, tracking key HR metrics, and continuously improving HR processes as the organization grows.
