The Midway City Sanitary District (MCSD) was formed by a vote of the people in 1939 for the purpose of providing the community refuse and sewer services. MCSD is an independent special district governmental agency of the State of California. The Midway City Sanitary District services approximately 99,018 residents within its 10.4 square mile service area of the City of Westminster and the unincorporated area of the County of Orange known as Midway City. The Midway City Sanitary District provides solid waste services to approximately residences and sewer services to approximately residences & businesses.• Key member of the senior management team responsible for all historical and prospective financial statements for the district. Managing financial activities and performance as well as compliance, audit and reporting programs.• Manage all financial planning and analysis functions for the firm including annual budgets, long-term forecasts, capital expenditures, and operational financial planning.• Manage monthly / annual financial close, account reconciliation, financial analysis, regulatory reporting, risk management, management reporting, treasury management, financial audits, and internal control of financial activities. Measuring and monitoring financial and operational results and preparation of a full set of financial statements.• Responsible for administrative functions and the development of financial / operational strategies and KPIs tied to that strategy for monitoring of control systems designed to preserve company assets and report accurate financial results.• Supervision of Information Technologies programs for multiple systems management including Desktop Support, Capital Expenditures and Infrastructure management for the organization.
