Expert in border security and counter terrorism with decades of combined operational and strategic experience across the UN, OSCE, and national services—supporting Member States to prevent terrorist travel, strengthen border governance, and counter transnational threats.In my current role with UNOCT, I provide policy and technical expertise on border security and management, foreign terrorist fighter detection, cross border information exchange, and the responsible use of advanced technologies and IT systems, alongside with developing and implementing capacity building and training initiatives; Coordination of joint programming and delivery with UN and international partners—including UNODC, ICAO, IOM, OICT, OSCE, EU/FRONTEX and SADC—supporting coherent implementation of the Border Security and Management (BSM) and Counter Terrorism Travel Programmes, including API/PNR systems deployment across regions.Over the past decade with the OSCE, I served at both headquarters and field levels—supporting the Secretary General and Participating States, leading assessments and project portfolios, and building operational cooperation with organizations such as WCO, FRONTEX, INTERPOL, and EUROPOL. In Tajikistan and Central Asia, I led border management teams delivering training, technical assistance, customs support, liaison mechanisms, and interagency coordination in complex security environments.My foundation is operational: I served as a senior border police officer during a major transition to a modern law enforcement border model, and earlier as an Army Special Forces officer in counter terrorism warfare. I bring a practitioner’s mindset, a reformer’s discipline, and a partner first approach—focused on sustainable capacity, legitimate processes, and real world impact.I hold a Master’s degree in Border Security & Management and Security Sector Reform, with operational experience across South Eastern Europe, Central Asia, the Middle East, and Africa.
