Gizelle is a Manager in Deloitte’s Evaluation and Research for Action talent group within the Insights, Innovation, and Operate business line. She is a seasoned evaluation leader and project manager who designs, leads, and delivers high-quality monitoring and evaluation (M&E) efforts and cross-functional teams across public health, workforce development, and disaster preparedness. With 16+ years in federal health, global and community health, and nonprofit environments, including 11+ years in program design and M&E, she brings a strong execution mindset that translates complex requirements into clear workplans, aligned stakeholders, and measurable results.Known for building high-performing teams and “getting things done,” Gizelle applies a systems-thinking lens to manage large, complex evaluations and enterprise projects, helping federal government clients and senior leaders measure outcomes, generate actionable insights, and communicate impact for decision-making and solution design. She is a thought leader within Deloitte’s Evaluation and Research for Action Center of Excellence (CoE) and serves as Advisor for the CoE’s artificial intelligence (AI) and evaluation workstream, supporting responsible exploration of AI tools, capabilities, and ethics in evaluation practice. She is Past President of the Atlanta-area Evaluation Association, a frequent presenter at American Evaluation Association conferences, and an active member of the University of Pennsylvania Alumni Class Leadership Council.

   I led the development and design of the Deloitte Health Institute’s and Center for Health Solutions’ generative AI (GenAI) maturity model for nonprofits, including detailed personas at each maturity level to illustrate distinct organizational needs, challenges, and pathways for advancement. This framework enables nonprofits to assess artificial intelligence (AI) readiness and optimize adoption strategies through actionable insights and tailored guidance (see Publications section). I also developed an Investments Portfolio Lifecycle to drive strategic investment decisions and maximize impact by establishing a structured framework that helps the team identify, prioritize, and evaluate high-value opportunities across the portfolio. This lifecycle supports data-driven resource allocation, improves visibility into outcomes, and accelerates progress toward strategic objectives.
