ABOUT GILLIAN SARIOGLU CMGR

I’m a strategic leader with over 20 years’ experience spanning infrastructure, regeneration, education, and public sector transformation. My work is rooted in connecting people, places, and priorities — shaping environments that enable better outcomes for communities and services alike.In my role as Strategic Partnership Manager for Oldham Integrated Care Board/Oldham Council, I lead the strategy for the entire health estate across Oldham — covering primary care, community services, secondary care, and active estate. I drive estate optimisation to directly support delivery of the NHS Long Term Plan, including the shift to care closer to home, integration of services, and the reimagining of place-based infrastructure.Working across organisational boundaries, I align the estate with service transformation, population health priorities, and system reform. This includes leading complex estates programmes, unlocking underutilised assets, enabling new models of care, and ensuring that public investment is directed where it delivers the greatest long-term value.My background includes senior roles in education, local government, economic development, and NHS transformation, giving me a system-wide lens and deep understanding of partnership delivery.Whether shaping estate strategies, enabling collaborative investment, or leading change at scale — I bring clarity, purpose, and a relentless focus on creating infrastructure that works for the future.
