More than 15 years of experience in investment banking with expertise in public finance, debt capital markets, project finance, mutual fund origination and government restructuring / turnaround. I held various key positions in the Government of Puerto Rico from 20••••19: Executive Director and Chairman of AAFAF, Chief Investment Officer of Puerto Rico and CEO of PR Housing Finance Authority and Economic Development Bank for PR. I helped lead Puerto Rico’s bankruptcy efforts under PROMESA (January 2017 – July 2018), the largest municipal bankruptcy in US history, consisting of 17 issuers with $70 billion in outstanding debt and $50 billion in outstanding pension liabilities; the development of and approval of the first-ever $20 billion Fiscal Plan which included cost reductions programs, enhancements of revenues and structural reforms; the certification of 2 Puerto Rico Budgets under PROMESA which reduced 22% of government expenses and the negotiations with US Treasury of a $2 billion emergency liquidity facility (Community Disaster Loan). Previously, led managed over $8 billion in taxable and tax exempt PR bonds; financed over $1.5 billion in public private partnerships and $500 in credit facilities for the public sector and originated over $1 billion in closed / open end funds (and the respective leverage program).
