Directs the analyses of performance reports and safety policiesActs as official liason with other New Jersey governmental agencies and participates in resolution of union contract disputes.PRINCIPAL ACCOUNTABILITIES-Responsible for the administrative matters and contract compliance for both the Hudson-Bergen Light Rail (HBLR) and River LINE Systems. Oversees, manages and monitors the Design, Build, Operate and Maintain (DBOM) contractor’s activities in all related aspects of the HBLR and River LINE operations-Coordinates the review and approval of DBOM plans, policies, procedures and ability to provide safe, quality service. Ensures the timely start-up of revenue service and adherence with scheduled revenue service commitments-Provides oversight of the DBOM contractor’s operations and maintenance performance to ensure that all contract requirements are met and NJ TRANSIT’s capital investment is protected. Ensures fixed facilities, rolling stock, signaling systems and maintenance of way equipment are maintained expeditiously to provide maximum service reliability, safety and security-Directs and guides the Manager, LRT O&M Services oversight of the DBOM contractor and third-party construction activities along the HBLR and River LINE systems-Oversees the Capital Asset Replacement Program for both the HBLR and River LINE contract operations-Evaluates and provides O&M input to design/build decisions impacting future operating segments.Assists in the development and administration of the operating and capital budget for the HBLR and River LINE-Assists in the evaluation of system-wide River LINE and HBLR improvements, which includes but are not limited to, better system performance, increased system capacity, customer communications and operating & maintenance practices-Ensures contractor compliance with all FRA, FTA, OSHA, New Jersey State Safety Oversight Office rules and regulations-Oversees the Light Rail Operations Contracted Services Drug & Alcohol policies for compliance with federal regulations-Oversees/manages grant funds provided for HBLR/River Line light rail systems from various agencies.
