Gerald (Gerry) Roy is the System Vice President of Organizational Integrity at PeaceHealth, a not-for-profit Catholic health system offering comprehensive care to communities in Washington, Oregon and Alaska.Prior to his arrival at PeaceHealth, Gerry spent seven and a half years at Phoenix Children’s health system. There, Gerry developed, executed, led, and ensured sustained effectiveness of the compliance and ethics program.Gerry retired from Federal law enforcement in 2016 after a 27-year career. He was a Special Agent with the U.S. Treasury Department and spent most of his career with the U.S. Department of Health and Human Services, Office of Inspector General (OIG). As a member of the largest OIG in Federal government, Gerry held various investigative, senior management and senior executive roles, including Special Agent in Charge of the Los Angeles and Kansas City regions, and he led the Office of Investigations as Deputy Inspector General in Washington, D.C. Gerry was a key architect of Strike Force and HEAT, two groundbreaking nationwide initiatives designed to address healthcare fraud that remain the cornerstone of enforcement efforts to date. During his tenure, Gerry testified before several congressional committees of jurisdiction, including House Energy and Commerce, House Oversight and Government Reform, and Senate Indian Affairs.Gerry is active in the healthcare compliance community, presenting at regional and national conferences as a keynote speaker, participating in Chamber of Commerce initiatives, and teaching a masters level course on compliance at the University of Arizona, Sandra Day O’Connor College of Law.Gerry is a graduate of the University of California, San Diego, and holds a master’s degree in Criminology, Law, and Society from the University of California, Irvine.

   As the System Vice President, Organizational Integrity, I am responsible for establishing and cultivating a culture where ethical and compliant behavior is practiced, adequate internal controls are supported, and the organization maintains compliance with all applicable laws and regulatory requirements. I serve as a member of the Organizational Integrity (OI) Committee of the Board, and work in collaboration with senior leadership throughout the organization to implement the strategies and standards which support the Organizational Integrity Plan to promote a culture consistent with the PeaceHealth Mission, Core Values, and Code of Conduct.As the chief audit executive, I oversee the Internal Audit department. I direct the annual risk assessment process and preparation of the audit plan that is approved by the OI Committee of the Board. Additional departments of OI include Policy, Compliance, Conflict of Interest, and Privacy and Integrity.
