George is Chief Counsel - Caribbean and Latin America Region for AT & T, Inc. George has worked at AT & T for the past 23 years, working initially as a regulatory litigator in Connecticut, handling numerous significant regulatory matters for the company. While working as a regulatory litigator, George was the Inaugural recipient of the AT & T Legal Department’s “In the Trenches Award” - an award established to recognize outstanding achievement within the AT & T Legal Department - George received the award for integral role for successfully developing legal strategy to reverse pressing video franchise Connecticut administrative agency ruling and directly arguing the case in the Connecticut Courts. In 2007, George took on the role Chief Counsel for AT & T’s Latin American region. In that role, George provides legal guidance and manages all of AT & T’s legal affairs, ranging from External Affairs, Telecommunications Regulations, Compliance, Data Privacy, Labor and Employment, Sales and Procurement matters, amongst others. Some highlights from his role as Chief Counsel include: Managing AT & T’s successful Antitrust approvals in region related to the purchase of Directv Latin America; Handling many telecommunications licensing approvals (e.g. Mexico, Colombia, Costa Rica and Panama); Assisting in the development of various IoT product solutions for the region, including directly advocating the company position before ANATEL; Implementing substantial changes to Mexico’s Outsourcing legislation; Implementing the Marco Civil and LGPD Data privacy legislation in Brazil; and Ensuring AT & T is in compliance with fairly new Anti-Money Laundering (AML) obligations in jurisdictions throughout the region. In this role, George has developed a fairly unique and deep understanding of the legal and regulatory environment in this critical region. George graduated from the University of Connecticut, with a Bachelor of Science, in Business Administration and subsequently graduated from Boston University, School of Law. George is tri-lingual, he a native speaker of Portuguese and English and fluent in Spanish. George was born in Waterbury, Connecticut, a child of Portuguese immigrant parents, with a grandmother who was born in Rio de Janeiro, Brazil.

    Inaugural recipient of the AT & T Legal Department’s “In the Trenches Award” – an award established to recognize outstanding achievement within the AT & T Legal Department. Award bestowed for integral role in developing legal strategy in reversing urgent video franchise Connecticut administrative agency ruling mandating that AT & T obtain cable franchise jeopardizing 300 million dollar capital investment. Advised legal team to pursue legal action. Successfully implemented litigation strategy, leading broad legal team in developing legal arguments, drafting legal briefs. Court subsequently overturned agency decision, preventing significant disruption to AT & T’s video strategy in Connecticut. External Affairs & Regulatory MattersResponsible for developing and supporting all regulatory, compliance and external affairs matters for AT & T throughout Latin American Region. Provide extensive legal and regulatory analysis to sales and product teams on AT & T global solutions.
