ABOUT GARY LACROIX

After completing 37 years with the U.S. Army Corps of Engineers in 2025, I currently serve as Engineering Program Manager and Army Account Manager at APTIM, where I lead pursuits of USACE engineering contracts, maintain strong client relationships, and ensure successful project execution in collaboration with project managers and A-E partners. In this role I also support development of contract proposals; report on project execution and financial status to APTIM leadership; and provide policy guidance and training to APTIM staff and leadership.My core competencies from my tenure with USACE include project/program management on large/complex projects across multiple programs, technical/design oversight, federal procurement (especially A-E), quality management, data analysis, resource/financial management, and supervision.My extensive background in A-E Contracting made me one of the foremost experts within USACE. That experience included: • Chair of selection or pre-selection boards on 9 indefinite delivery contracts and 3 project specific contracts which includes leading production of all related acquisition, decision and award documents.• Development of the presentation \"How to Improve your SF330\" shared at SAME SB Conference in 2024 & 2025. • Instructor for USACE’s A-E Contracting course since 2001 and contributor to USACE’s A-E Contracting policy.
