About Garrett Layton

I serve as Consultant to the Legislative Jewish Caucus for Assemblymember Jesse Gabriel. I staff legislative issues related to community security and emergency management, higher education, and international affairs. I support the 18 members of the Jewish Caucus on policy and budget priorities, engage key leaders of the Jewish community to mediate and uplift community needs, and engage with other diverse communities to build and strengthen relations. I also spend time on grassroots organizing, event planning, and communications. I started just after graduating from the University of California, Berkeley, where I received a B.A. in philosophy and minored in interdisciplinary human rights. At Cal, I wrote for the International Affairs section of the Berkeley Political Review; was an active leader in grassroots social justice advocacy initiatives; and moderated graduate seminars focused on political philosophy and legal theory.

   The California Legislative Jewish Caucus includes 18 members of the California State Legislature who work to advance the Jewish community’s top priorities and uplift vulnerable Californians of all faiths and backgrounds- Directed legislative packages and budget initiatives for a coalition of 18 members of the California State Legislature- Prepared public and internal reports, summaries, press releases, letters, and other written materials on statewide issues- Built and strengthened relations with Jewish community organizations and statewide leaders, leaders of additional diverse communities, special interest groups, and executive branch officials- Analyzed and negotiated legislation and provided vote recommendations to legislators- Hosted meetings and events for elected officials, public policy staff, diplomats, institutional leaders, and the community- Developed a summer internship program for Jewish college students
