ABOUT GABRIEL MORENO

With over 17 years of experience in Healthcare IT, I have honed my expertise in driving products and capability domains for Medicaid Managed Care Organizations (MCOs). As Vice President of Provider, Clinical, and Data Capabilities at UnitedHealthcare Community & State (C&S), I am instrumental in advancing capability strategies, technology roadmaps, and execution to support C&S care management, clinician workflows, provider experiences, and enabling data exchange. In my previous role in the RFP Excellence Office, I strategically crafted winning Medicaid RFP responses that conveyed UHC Community & State’s tech strategy. I adeptly managed technology roadmaps, regulatory audits, security frameworks and assessments, and vendor evaluations. My commitment to technology education and advocacy extends through my partnership with Medicaid Health Plans of America as a founding member of the Technology Education and Advocacy Workgroup. As a Tech Policy subject matter expert, I provide insights on AI/ML responsible use governance, security standards, data interoperability, and the implications of Medicaid Information Technology Architecture (MITA) on MCOs.
