   Mr. Silva has been employed as the Small Business Services Coordinator for the Oregon Business Development Department \"Business Oregon\" since June of 2008. He is a member of the Department’s Business Finance team and responsibilities include working with Service Providers and Small Business Development Centers statewide; connecting consultants with small business owners through the Business Retention Services Fund; and facilitating information about OBDD loans and grants. He manages the Small Business Development Center Network (SBDC); Government Contract Assistance Program (GCAP); and the GROW Oregon Program contracts which were all approved and/or developed by the Oregon Legislature for the development and assistance of Oregon Business. As a representative of Business Oregon, Mr. Silva is a founding member (August 2014) of Salem Capital Connections (SCC) who\'s goal is to provide opportunity for small business owners, emerging businesses and entrepreneurs to access information, assistance, training, and contract opportunities from larger businesses, corporations and public sector agencies. As the Administrator for Oregon Small Business Advisory Council (The OSBAC Executive Order expired June 30, 2015) he worked with Council members in efforts to provide recommendations to the Governor on how best to promote the growth and economic vitality of Oregon\'s small business sector.In September 2015 Mr. Silva led a team of Oregon business owners at the 2015 Green Expo (Global Resources Environmental & Energy Network) in Mexico City, Mexico where important and vital business connections were established with Mexican business and high level Mexican dignitaries. On October 1, 2015 Mr. Silva was awarded the 2015 MED Week Legacy Award for Lifetime Achievement. This Business Diversity Institute (BDI) award honors individuals who have played an integral role in the creative, technical or professional progress of minority business development over a sustained period of time.
