About Frank Stiefel
With over a decade of experience in social justice and policy reform, I have led impactful initiatives in both the criminal justice and juvenile justice sectors, working closely with legislators, state agencies, and advocacy groups to drive systemic change. In the criminal justice space, I coordinated efforts in Hawai\'i to pass HB 1595, establishing a state-initiated expungement process for individuals with cannabis possession records, and facilitated the passage of House Concurrent Resolution 51, urging clemency for those impacted by criminal convictions. In California, my team addressed delays in the state\'s criminal record sealing law through our push to enact AB 1706. I have also authored key policy reports and white papers on criminal justice issues for lawmakers and other stakeholders throughout the U.S. In the juvenile justice arena, I have provided technical assistance in policy development and legislative drafting to state agencies and legislators working on statewide reforms. I led a subgroup of legislators, service providers, judges, and other stakeholders to develop recommendations as part of Pennsylvania’s Juvenile Justice Task Force. As part of the Office of Juvenile Justice and Delinquency Prevention’s Smart on Juvenile Justice Initiative, I assisted states with the implementation of juvenile justice reform legislation and oversaw reporting requirements for grants to support these efforts. In addition to my policy work, I have extensive experience in community organizing. I have taught community-based organizing to hundreds of grassroots leaders, equipping both youth and adults to lead campaigns and advocate for policy changes. I worked with local leaders to \"Ban the Box\" in New Jersey and launched a grassroots campaign pushing for Community Benefit Agreements with companies receiving tax incentives to relocate to Camden, New Jersey. My work has consistently focused on advocating for equitable policies and services for marginalized populations, while empowering communities to take an active role in shaping the policies that affect their lives.
