Trial Counsel: July 2025-present. Rear Detachment Brigade Judge Advocate: July-December 2025-Served as Rear D BJA while 2SBCT was deployed to JTF-SB mission. Advised a BN-sized Rear D element with 6 Commanders on administrative legal issues, while simultaneously servicing the entire BDE as Trial Counsel-As BDE Trial Counsel, currently advise over 30 Commanders at all levels in 2SBCT (over soldiers) on military justice matters, including: reprimands, Article 15s, separation packets, courts martial, searches & seizures, health & welfare inspections, military protective orders, conditions on liberty, bars to re-enlistment, and spousal support obligations-Coordinate with multiple law enforcement agencies on investigations into criminal matters; review all investigative documents to advise Commanders on best methods of disposing of cases-Liaise with OSTC on behalf of Commanders to generate case deferrals or assist with prosecutions-Represent 2SBCT Command teams in administrative separation board proceedings-Lead TC for 3 courts martial: secured a guilty plea for one multi-count drug possession & use case from 10th Special Forces Group (Airborne); obtained a Chapter 10 (OTH) for one AWOL to a hostile nation case; pending preferral on third CM with OSTC for multiple covered offenses-Additional duties served: FUOPS legal advisor and legal night shift OIC for 3 Division CPXs under the Next Generation Command & Control (NGC2) initiative (Dec. 2025 to March 2026); Article 6 escort (March 2026); Field Screening Officer (beginning May 2026)-For NGC2 CPXs, authored two white papers concerning legal support to FUOPS and the LGRaid wargaming application for the Military Decision Making Process.

ABOUT FRANK HALLORAN
Driven, dynamic attorney and Army officer with a passion for public interest work. With over 6 years’ military service under my belt, I currently serve as Trial Counsel for 2SBCT, 4ID (Fort Carson, CO). While previously with 1ID (Fort Riley, KS), I completed assignments in National Security Law, including serving as Acting Division Chief; Administrative Law, as 2ABCT’s Deputy BJA; and Legal Assistance.I earned my B.A.(magna cum laude, Phi Beta Kappa) from the University of South Carolina Honors College & my J.D.(cum laude) from the University of South Carolina School of Law. I participated in USC’s Accelerated J.D. program, completing both degrees in 6 years. During law school, I clerked for the SC Senate Judiciary Committee & a general practice law firm in my hometown of Columbia, SC. I also served as an enlisted Soldier (paralegal specialist) in the SC Army National Guard, attached to the 59th Troop Command & 117th Engineer Brigade.In my free time, I enjoy spending time with my wife, as we are expecting our first child this summer, hiking, watching college football, and volunteering with our local church parish’s OCIA [Order of Christian Initiation for Adults] program.
