In 2020 Oxfordshire County Council (OCC) declared a climate emergency and published our climate action strategy: the Oxfordshire Climate Action Framework. I provide technical expertise on carbon emissions assessment, analysis and reporting at OCC. I support the climate action team and wider organisation on carbon reporting, data management particularly advising on and developing methodologies and processes for carbon assessment and reporting that support decision making, programme planning and tracking of our performance on net zero.

ABOUT FRANCO GONZALEZ
Franco has +10 years of experience in strategic consultancy in the areas of emerging green energy technologies, sustainability, carbon management and innovation. Currently at the Climate Action Team of Oxfordshire County Council, I am in charge of Carbon Analysis and supporting OCC\'s Net Zero strategy and related decision making. From 2019 to 2023 I engaged in a PhD in Politics of Sustainability Transitions at the Science Policy Research Unit, a top 10 global think tank in innovation policy. From 2012 to 2018, I became a recognized expert in emerging energy storage technologies and low carbon mobility. He is the author of several reports in these areas and has lectured in international forums in Europe, Asia and the USA. This research was quoted by international business magazines and newspapers. From 2012 to 2018, I led eleven consultancy projects, supporting medium- to large-sized firms based in the USA, Europe and Asia in diversifying their businesses into low carbon technologies. During 20••••14, I consulted for the European Union by supporting the creation of strategic Pan European cluster of SMEs working in low carbon mobility. Franco contributed with a study of key areas of opportunity in future low carbon mobility systems. In 2012, Franco volunteered at the UK’s Community Energy Coalition by providing research intelligence on the state of development of the European Community Energy Sector. This campaign achieved the support of key stakeholders including the UK government at the time. From 2008 to 2010, Franco focused in leading sustainability initiatives in Latin America for Danone Group and L\'Oreal as procurement manager. Franco holds an MPhil in Engineering for Sustainable Development by the University of Cambridge and a Chemical Engineering degree (summa cum laude) by UNAM in Mexico. He is an London Schools of Economics and Political Science summer school alumnus. He is currently engaged in PhD in Science and Technology studies at the Science and Policy Research Unit, a global top three leading innovation think tank based at Sussex University in the United Kingdom. Franco has strong interdisciplinary analytic skills to assess complex trends in society, industry, innovation and politics and their interrelations in processes of change, a perspective that can provide a insights to identify leverage points and strategies to accelerate transformations to sustainability.
