ABOUT FRANCISCO RANGEL

Francisco Elías Rangel Patiño holds a B.Sc. in Electronics and Communications Engineering, two M.Sc. degrees - one in Electronics and Telecommunications Engineering and another in Computer Sciences - and a Ph.D. in Engineering Sciences.He is the recipient of the prestigious E. J. McCluskey Best Doctoral Thesis Worldwide Award from the Test Technology Technical Council, as well as the Mexico National Innovation Award.With over 20 years of industry experience, Francisco Rangel has worked extensively in the design and validation of consumer electronics, automotive systems, and microprocessors. Since joining Intel in 2010, he has served as a Post-Silicon Validation Manager, leading the electrical validation of High-Speed I/Os (HSIO) for the server segment. He has successfully overseen the HSIO validation of more than ten Intel processors.Currently, Francisco Rangel is a Principal Engineer at Intel, where he develops advanced electrical test methodologies for PCIe and defines AI-driven test strategies. He also leads an AI Community of Practice, focusing on the integration of AI tools, optimization techniques, surrogate-based modeling, and machine learning in post-silicon validation.Francisco Rangel is a Senior Member of the and a recognized member of Mexico’s National System of Researchers (SNI) under the National Council of Humanities, Sciences, and Technologies (CONAHCYT).He has authored over 60 technical papers, a book, and holds two issued patents. He previously served as President of the Microwave Theory and Technology Society (MTTS) – Guadalajara Chapter, and currently leads the Electronics Packaging Society (EPS) – Guadalajara Chapter.In addition to his technical leadership, Francisco Rangel is a certified trainer in Constructive and Crucial Conversations at Intel. Outside the company, he is an adjunct professor in a Master’s program in Electronics and has advised numerous M.Sc. theses, particularly for Intel employees. He is also an active speaker in technical forums, including events and university engagements, where he shares his expertise with the broader engineering community.
