About Francis Okello
I am an expert in research, monitoring, evaluation and learning (RME & L) for international development projects. I offer over 25 years of experience in various capacities of increasing responsibility from data collection to Chief of Party and RME & L Director. My experience includes senior-level work for several leading US-based development companies and organizations, including Population Services International, Abt Associates, Chemonics, FHI 360, Social Impact and Panagora. I am highly effective in overseeing RME & L strategy development, integrating knowledge management into project management and fostering evidence-based learning and adaptative project management. I have considerable skills leading teams to support USAID Missions, assistance recipient governments, and USAID-funded activities with strategy development, program/ project/activity evaluations and analyses, evidence synthesis, and knowledge management. My expertise is broad, encompassing client relations, business development, contract and subcontract management, quantitative and qualitative methods, research ethics review, journal articles peer review, implementation science and RME & L training. Most of my experience is in the health sector (HIV, reproductive health, malaria, health systems, health financing and hypertension), but I also have substantial RME & L experience in economic growth, education, gender and humanitarian assistance sectors. I am an analytical thinker with a passion for human relations leadership style, social development, mixed-methods research, implementation science and data use.
