   Oversee IT department of 23 people with a $6.9M+ annual budget.• Provide senior leadership, management and strategic planning for the Health District’s information systems and web applications. • Continuously monitor, evaluate and improve the efficiency and effectiveness of the services we are providing to the District and the public. • Identify opportunities and risks for delivering the SNHD services digitally, including opportunities for innovation.• Manage and participate in the development and administration of the District’s annual budget; forecast funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approval of expenditures; direct and implement adjustments as necessary.• Develop both departmental and company wide IT policies and procedures.• Collaborate with C-Level Directors and department managers to facilitate strategic partnerships between their departments and IT. • Lead Strategic Planning efforts for technology innovation for the District. Title upgraded from IT Manager to match the duties I have been performing. I built the Software Engineering team from the ground up, starting with selling the idea up the leadership chain and following through with creating a new supervisory position to run a custom development team using both industry standard and cutting edge technologies such as MongoDB.I also continue to act as the chief Software Architect, providing vision, direction and guidance for all custom applications, mobile applications and web services offered to internal business units and the public. We are currently developing web based and mobile applications using PHP, C#, Appcelerator Titanium, ExtJS, JQuery & Twitter Bootstrap. We use a combination of database systems including MySql, MS SQL, MongoDB and PostgreSQL.
